SOME PROPERTY OWNERS TO RECEIVE PROPERTY ASSESSMENT NOTICES THIS WEEK

​Conway, South Carolina— Approximately 26 percent of Horry County property owners will be receiving real estate assessment notices this week. The form they will receive is clearly marked at the top with “THIS IS NOT A TAX BILL”, and it shows the 2014 market and taxable property values, as well as the assessment value which is used to calculate the tax bill. The reason that not all property owners will receive this notice is that State law requires the notice to be sent only to owners of properties whose market value has increased by $1,000.  This notice also provides guidance if the owner would like to appeal the assessment on their property.

The 2014 real estate property reassessment has resulted in 65,266 properties with market value increases of $1,000 or more, which are the properties that will receive the assessment notices.  There are 158,662 properties with market value decreases of $1,000 or more and 26,000 properties with increases or decreases less than $1,000.

Each property owner has 90 days after the date of the assessment notice to notify the Assessor’s Office if they would like to appeal the value as shown on the reassessment notice. The appeal form is available athttp://www.horrycounty.org/portals/0/Docs/assessor/appeal-2014.pdf. Filing an appeal does not waive the tax liability, so while the appeals process is underway, it is recommended that you pay the tax liability prior to the penalty period to avoid further penalties.  For more information on property assessment notices, please contact the Horry County Assessor’s Department at (843) 915-5040.

Also towards the end of October, the county will mail real property tax bills. Approximately 250,000 bills will be mailed. However, if you have made installment payments during the year  as payments to be applied against your  2014 real property tax bill, your tax bill will not be mailed to you until November 15th. The reason for this delay is that the installment payment that you make during the month of October needs to be processed in order to determine the remaining balance due on your 2014 taxes.  Tax bills relating to 2014 can be paid without penalty up to January 15, 2015. Payments postmarked after January 15, 2015, and payments paid at the County’s Treasurer’s Office locations after January 15, 2015 will be subject to a 3% penalty, and an additional penalty of 7% if not paid on or before February 1, 2015, and a third penalty of 5% if not paid on or before  March 16, 2015.  Additional information relating to paying real property taxes on-line, or signing up for the installment payment plan, is available at http://www.horrycounty.org/Departments/Treasurer.aspx.  New applications for the 2015 tax year Installment Payment Program deadline is January 15, 2015.  For more information concerning tax payments, please contact the Horry County Treasurer’s Office at (843) 915-5470.

HORRY COUNTY TREASURER'S AND AUDITOR'S OFFICES TO CLOSE FRIDAY, OCTOBER 3RD

Conway, South Carolina – All Horry County Treasurer’s and Horry County Auditor’s Offices will close Friday, October 3, 2014, to transition to a new tax software system. The new system, QS1, currently serves 29 of the 46 counties in South Carolina and will now be utilized in Horry County.


In addition, Internet payments will not be accessible and credit/debit transactions cannot be made at any of the Horry County Treasurer’s offices beginning at noon Thursday, October 2, 2014, until 8 a.m. Monday, October 6, 2014.

CODE RED

CODERED®  EMERGENCY NOTIFICATION SYSTEM UPDATE


Conway, South Carolina – In October of 2013, Horry County began utilizing the CodeRED® emergency notification system, giving county officials the ability to deliver pre-recorded emergency telephone notification/information messages to targeted areas or the entire county at a rate of up to 60,000 calls per hour.
 
The CodeRED® system enables individuals and businesses the functionality to add their telephone numbers directly to the system’s database. The system was recently updated which now allows users to add multiple addresses and as many phone numbers as needed for other family members or employees. The system also allows email addresses as the emergency notification can be broadcast via phone, text or email.

To date, the CodeRED® system for Horry County has over 111,000 phone numbers registered in the database.  Citizens that have not yet signed up for the free notifications may log onto an Horry County’s website,http://www.horrycounty.org, click on “Departments” on the top menu.  There are links to the CodeRED® system on the Fire Rescue, Public Information, Sherriff’s Office, Police Department and Emergency Management pages. 
 
All contact information provided remains private and will only be used for emergency notifications. Anyone without Internet access may call the Horry County Public Information Office at (843) 915-5390, Monday through Friday, 8 a.m. to 5 p.m. to give their information over the phone to be added to the CodeRED® system. Required information includes first and last name, street address (physical address, no P.O. Boxes), city, state, zip code, primary phone number and additional phone numbers are optional.

No one should automatically assume that his or her phone number is included. All businesses should register, as well as all individuals who have unlisted phone numbers, who have changed their phone number or address within the last year, and those who use a cellular phone as their primary home phone. Out of state property owners are also encouraged to sign up.  Since the system is geographically based, street addresses are needed to select which phone numbers will receive emergency notification calls in any given situation.

Other CodeRED® features:

  • TTY/TDD Functions – The CodeRED® system allows those hearing impaired to also sign up to receive emergency notifications. Text Telephones (TTY), also known as Telecommunications Device for the Deaf (TDD), are used by the deaf, hard–of–hearing, and individuals with speech impairments to communicate

  • Message Playback – You can hear the last message to your phone through the CodeRED® system by simply dialing back the number on your Caller ID. Community members can easily identify calls coming from theCodeRED® system as the recipient’s Caller ID will read Emergency Communications Network or 866-419-5000.

  • CodeRED® Mobile Alert App – The free, available app is geo-aware so no matter where you are when an alert is issued, you will receive notifications that affect you – right on your mobile device. The app delivers information from community officials in areas that subscribe to the CodeRED® Emergency Notification System. The free app is available on Horry County’s website at http://www.horrycounty.org.
 
  • CodeRED® Weather Warning – This is an opt-in only weather warning product that taps into the National Weather Service’s Storm Based Warnings. This geographical targeted weather-warning product is built into the CodeRED® system and will alert citizens moments after a severe thunderstorm, flash flood, or tornado warning has been issued. Community members can easily identify calls coming from the CodeRED® Weather Warning as the recipient’s Caller ID will read Emergency Communications Network or 800-566-9780. The CodeRED® Weather Warning also provides a CodeRED® Weather Warning Mobile App which is $4.99 per year, but comes with a complimentary 30-day trial with the CodeRED® Mobile Alert App.

Limited nighttime lane closures will take place Sunday, September 7, (weather permitting) on Hwy. 707 between Big Block Road and the Hwy. 707 intersection for pre-paving operations. The limited nighttime lane closures will begin at 8 p.m., September 7, until 6 a.m. on September 8.
